Young writes from Fredericksburg, VA to Pierre Francois Beville, Quartermaster General under Rochambeau (at Williamsburg, VA) concerning his inability to pay express riders. The situation is critical. He has written to Maj. [Richard] Claiborne and will write to Col. [James] Hendricks in Alexandria [VA] concerning the problem. In the meantime, riders have agreed to deliver dispatches as far as Lynches Tavern.
